Prior to filing a patent in any foreign country, prior to filing a patent application in the US , a few points are noteworthy.
The inventor should have filed the application in the country of his/her nationality OR should have permission for filing in US from the government of the country of his/her nationality.
To claim the priority of an application filed in the country of his/her nationality, the inventor has to file the application in a foreign country within 12 months from date of first filing of the application.
Filing of the application in a foreign country has to be done through a person authorized to represent the inventor before the patent office.
 
A citizen of any country can file a patent application with the US PTO, any non-US resident inventor may file his/her patent through a USPTO registered patent attorney. IP Procure routinely files patent applications of foreign inventors with the USPTO.
